Konoha Military Police

Originally formed by the Second Hokage, the organization served as civilian and miltiary police for the village of Konoha. At the time, the majority of the Konoha Military Police (KMP) consisted of members of the Uchiha Clan and their near total destruction in 74 AK resulted in the KMP being shut down due to losing over 75% of its manpower. It was restarted by the Rokudaime Hokage under the slowly rebuilding Uchiha Clan. This time the majority of the KMP is not the clan and regulations are in place to prevent that from happening.

Konoha ANBU and regular ninja took over many of the duties that the KMP handled following its closure, and the ANBU are generally given jurisdiction when it comes to dealing with high level ninja at the moment. While it is considered part of the Konoha military forces, it is more of a hybrid civilian/ninja force and utilizes its own rank structure.

Joining

Joining the KMP is much less stringent than becoming a ninja. Active duty ninja can serve in the KMP, though their rank is separate from their ninja one until they get sufficient experience in police work. The KMP tries to target those students that miss the cut to become ninja, as the physical training is not as major in police training and the students can concentrate more on learning the police knowledge side of things. Besides students that miss the cut, the KMP Academy accepts Konoha civilians and current and former ninja.

The Konoha Military Police Academy is located in the same complex as the Shinobi Training Center and the two share many of the physical training areas. All applicants for the KMP are housed on site in dorms and undergo a 75 day training cycle. Applicants also undergo moderate background checks before they can attend the KMP Academy.

Curriculum

The training at the KMP Academy covers numerous areas and is generally broken down into the following categories.

Academics
Academics covers 230 credit hours of the training cycle and handles ensuring all police know the correct procedures and how to investigate.

Combat Training
Combat Training covers 153 credit hours of training. Within this category, recruits learn Sougujutsu and some low level Ninjutsu.

Human Relations
Covering 100 hours of training, Human Relations trains recruits in how to avoid creating a scene. Among the topics covered are cultural sensitivity, stress management, community relations, hate crimes, missing persons, and domestic violence. Ethics is heavily covered in this area.

Law
This section covers teaching a recruit the laws of the village and Fire Country, including search and seizure, evidence, laws of arrest, and other criminal statues. It is 105 hours long.

Physical Training
Physical training makes sure that all recruits meet minimum standards and increases strength and endurance. It also handles Taijutsu training. It consists of 142 hours of training.

Tactics
Tactics covers patrols, handling crimes in progress, searches, stops, and use of deadly force. This section of training is 98 hours.

After graduating, recruits are paired with a veteran officer to undergo field training for two months (and are urged to find housing within the village during that time period). Following a favorable report at the conclusion of field training, recruits officially become part of the KMP (and is no longer homed in the dorms).

Chain of Command

Due to the KMP's hybrid structure instead of being solely military, it has a different rank structure than the rest of the ninja force. Some ninja refer to various ranks by ANBU equivalent - commander, captain, lieutenant.

Superintendent-General
The head of the Konoha Military Police and equivalent to a division head. Some times referred to as "Police Commander" by ninja.

Superintendent
The head of a police station, generally a promoted Inspector.

Inspector
Highest ranking officer that does field work. Equivalent to a Jounin or ANBU Captain, and some times referred to as "Police Captain" by ninja.

Assistant Inspector
Equivalent to a Special Jounin. Assistant Inspectors some times run koban. Ninja refer to Assistant Inspectors as "Lieutenant" at times.

Police Sergeant
Equivalent to a Chunin. Sergeants often operate koban and are generally the highest level officer that do patrols rather than specialized tasks.

Police Officer
Equivalent to a Genin. These are the police seen most of the time and perform most of the patrolling.

Recruit
An applicant to join the KMP that is either attending the KMP Academy or undergoing field training. Recruits receive half the pay of a Police Officer.

Appearance

All KMP officers have a duty and a formal uniform. Desk officers have the option of wearing the formal uniform on duty, though the duty uniform is preferred.

The formal uniform is largely similar to the uniform sometimes worn by Chunin Exam proctors uses a green jacket with blue pants to mimic the standard uniform of Konoha Chunin and Jounin instead of all grey. Rank is indicated on this uniform by green soft shoulder boards: no shoulder board indicates a recruit, a quarter-inch grey stripe across the width indicates an Officer, two for Sergeants, three for Assistant Inspectors, and four for Inspectors. Superintendents wear a grey shoulder lanyard on the left side in addition to the 4-stripe shoulder board, while the Superintendent-General wears a green should lanyard on the left side in addition to the 4-stripe shoulder board.

The duty uniform has a base version that is built upon as the officer increases in rank. Recruits wear a long-sleeved black shirt with blue pants. Former or current shinobi may opt to wear shinobi-grade open-toed sandals instead of steel toe boots. KMP officers do not wear a headband like ninja, with the exception that current shinobi still wear their headbands until they retire from active ninja duty. Upon graduation, the uniform receives the KMP unit patch on the upper arms of the shirt.

Promotion to Police Sergeant grants a police flak jacket, type 1. These jackets have no neck guard, the shoulders are significantly thinner in width, and lack pockets. As with the standard Konoha flak jacket, it is green and has the Uzu swirl on the back side.

Becoming an Assistant Inspector grants the police flak jacket, type 2. The shoulder width of the jacket matches up with the standard Konoha flak jacket and is colored grey. Other than those changes, it is identical to the type 1 jacket. An Inspector wears the police flak jacket, type 2a; this variation of the type 2 makes the shoulders green instead of grey.

Superintendents wear a variation of the standard Konoha flak jacket, where the shoulders and neck guard are grey. The Superintendent-General wears a standard Konoha flak jacket.

Divisions

The Konoha Military Police consists of several Bureaus.

Administration Bureau
This bureau handles most of the administrative side of running the KMP.

Personnel and Training Bureau
The Personnel and Training Bureau operates the KMP Academy and handles any additional training an officer needs. They also handle officer assignments, payment, and hiring/firing of officers.

Traffic Bureau
Largely used in the commercial districts of Konoha, the Traffic Bureau ensures that traffic is kept flowing and any cart issues are dealt with.

Community Police Affairs Bureau
Community Police Affairs Bureau handles the Public Relations side of the KMP and Internal Affairs.

Criminal Investigation Bureau
This Bureau covers all criminal investigations outside those explicitly handled by other bureaus (such as organized crime).

Public Security Bureau
The Public Security Bureau handles activities that threaten village security and serves as a counterpart to parts of ANBU. Among the activities they investigate or handle are cults, radicals, spying and counter-intelligence, leaking of military secrets, and terrorism.

Community Safety Bureau
This bureau consists of two sections - Security and Community Safety. The Security section handles crowd control, riots, and evacuations. Community Safety handles disaster response, entry and exit checks at the village gates (along with actual ninja), and cargo inspection. Smuggling investigations are largely performed by the CIB with support from this bureau.

Organized Crime Bureau
This bureau handles combating organized crime within the village such as gangs. This also includes corporations, such as the defunct Gato Corporation, that deal heavily in illegal activities as part of their operation.

Notable Locations

Konoha Military Police Headquarters
Located in its original building and found near the old Uchiha clan sector, the KMP HQ has been vastly modernized and refurbished.

Konoha Military Police Academy
Located in the training complex along with the Shinobi Training Center near the Shinobi Academy.

Sector Stations
One sector station is located in each sector of the village and serve as the normal organizational level below the headquarters and above koban. Each station includes sections to handle administration, traffic, security, community affairs, criminal investigation, community safety, and organized crime.

Koban
Koban are neighborhood substations. Typically led by an Assistant Inspector or Police Sergeant, the staff varies between 3 and 5 officers, though certain koban may have up to 10. Officers at koban help the neighborhood in various ways including providing directions, lost and found, taking crime reports, and handling emergencies until officers from the nearest station arrive on the scene.

Due to the slow growth of the KMP, koban have only been opened in the more public sectors of the village such as in commercial districts, but plans have been made to expand the concept to other sections as manpower allows.
