I'm revisiting the idea of a system to use for ranking jutsu.

Version 1

First attempt, don't really like the result (mainly due to Goukakyuu, Endan, and Dai Endan).

Version 2

This version triples the rank req ranges while also tripling range/strength/seal-sequence values and shrinking the range of strength values to match range values. Some of the modifiers have been doubled, and Multiple Copies has expanded to cover various ranges (2-6, 7-12, 13+) with increasing cost.

Ninjutsu

Ninjutsu consists of a few major parts: Range, Strength, Sequence and Manipulation, and Optional Modifiers.

Range

Range is measured in Close (0~5m), Mid (5~10m), and Far (10m+). If you need to punch/kick/slap or nearly so to land the technique for instance, it's likely Close range. The modifier used is the maximum range for the technique (no stacking of modifiers)

Strength

Strength is how powerful the jutsu is. This could be in how much of a boost it gives you strength/speed/whatever, or how damaging it is, or how durable it is.

Note: Modified Strength does a +1 or a -1 from the base strength (ie, High Strength +6, Modified Strength -1) and cannot be stacked. Also, Modified Strength -1 is not usable on Low Strength.

Sequence and Manipulation

Seal Sequence and Shape/Nature Manipulation is how difficult the jutsu is to perform. Seals Sequences are used to help aid in shape and nature manipulation. Leaving out seals from the sequence covering nature manipulation in an elemental ninjutsu, means the person using the jutsu has to do the nature manipulation entirely themselves. This makes performing the jutsu more difficult. Having no seals for a jutsu means that the user has to form the entire jutsu themselves (like with the Rasengan).

Note: This is important when designing the jutsu. As an user becomes more experienced with a technique, they might start leaving off sections of the seals that they have learned how to handle on their own. That does not affect the rank of the jutsu being used.

Note: Nature manipulation only applies if the jutsu is an elemental jutsu. Seal-less non-elemental ninjutsu only gets a +3 modifier, not a +6.

Optional Modifiers

Multiple Copies covers making more than one thing out of a jutsu. The various Bunshin are examples of this, as is Katon: Housenka no Jutsu.

Note: The Multiple Copies modifier does not stack, so a jutsu that can be used to create 2-12 copies would only get a +2 modifier. Use the highest modifier range applicable.

Type indicates various categories a jutsu may fall under. This includes Elemental jutsu and summoning.

Note 1: Chakra Flow involves channeling chakra through something, such as a body or weapon. Asuma channeling Fuuton chakra through his knives, or Yondaime Raikage's lightning armor are examples of Chakra Flow.
Note 2: Shape Change refers to changing one's form - such as with Henge. Nearly all Bunshin (except Juujin Bunshin) do not count for this. This modifier largely applies to the various Henges.
Note 3: Time-Space Jutsu are jutsu that involve warping time-space. The Shunshin no Jutsu is an extremely basic time-space jutsu. Summoning jutsu are also time-space jutsu.

Other modifiers is a catch-all for aspects that affect ranking, while not having sufficient impact to require their own sub section.

Note 1: Focused indicates a narrower than typical area effected. An example would be the Goukakyuu no Jutsu (Great Fireball).
Note 2: Requires Multiple Users refers to needing 2 or more users to successfully use a jutsu. The Inuzuka's Juujin Bunshin is an example, needing at least one ninken to perform. Combination Henges and Combination jutsu are also uses of this modifier.

Total Score

To get total score, simply add the modifier totals together. A score of 20 is the maximum any ninja can theoretically handle. Using Senjutsu or Biju chakra, or possibly sufficient Gates opened, allows a ninja to use jutsu that exceed the cap.
